It definitely needs water to be good though. It is quite rocky, and the rock is not smooth. I recommend doing it in a creek boat the first time or with lower water. They were adamant that paddling the river was dangerous and illegal, and would not let us into the park with our kayaks. We persisted and talked (fluent Spanish) to the head ranger at the park, who was also unwilling to let us in. We hiked the river and it looked good to go. Beautiful area.
